Hand signal for who made the call counter-intuitive

It seems to me that signal 23, "Pointing with two arms straight out, towards the end zone being defended by the team" (who made the call) has it wrong and is not in line with other sports like football or American football handle it. It is rarely used because it's usually not necessary, but maybe also because it's counter-intuitive. It should be pointing in the direction the calling team is playing. What's the rationale behind the current practice?

It's the same way that USAU use the signal.
