Time limits after turnover (Delay of the game)

Hello, so I have this really simple question.

8.5. After a turnover, and after the pull, the team that has gained possession of the disc must continue play without delay.
8.5.1. An offensive player must move at walking pace or faster to directly retrieve the disc and establish a pivot.
8.5.2. In addition to 8.5.1, after a turnover the offence must put the disc into play within the following time limits, if the disc did not become out-of-bounds, and the discs location is:
8.5.2.1. in the central zone – within ten (10) seconds of the disc coming to rest.
8.5.2.2. in an end zone - within twenty (20) seconds of the disc coming to rest.
8.5.3. If the offence breaches 8.5 the defence may give a verbal warning (“Delay of Game”) or may call a “Violation”.
8.5.4. If an offensive player is within three (3) metres of the pivot point and, after the verbal warning, the offence continues to breach 8.5 the marker may commence the stall count.


What happens if there is a turnover and after the 10 secons (if in central zone) or 20 sec( if out of bounds or endzone) the defender gives the verbal warning of Delay of the game, but there is no offensive player within 3 metres of the pivot point. Imagine that the closest offensive player is standing 6 metres away from the pivot point while giving instructions to his team. Can the defender player start the stall count? If he can, wouldn´t this be a breach of 8.5.4 ? Im really having problems understanding 8.5.4.

Under the current rules, all the defense can do on that situation is repeat the "Delay of Game" call, or call a "Violation" and make everyone stop and restart play with a check.

Note: If the game is being played at an event where the Appendix is being used (www.wfdf.org/about/meeting-minutes/doc_d...x-v40-final-feb-2020) then section A.5.8 allows the marker to start the stall count regardless of where the offense is.

Also note that in the proposed updated version of the rules for 2021 this rule has been changed to allow the marker to start the stall count regardless of where the offense is.
